Title: Sikkim adopts Energy Conservation Building Code (ECBC)


The Energy & Power Department of Sikkim was nominated by Bureau of Energy Efficiency (BEE), Ministry of Power, Govt of India as the State Designated Agency (SDA) for Energy Efficiency in Sikkim. With the support of UNDP-GEF-BEE project (A partnership of United Nations Development Programme, Global Environmental Facility and BEE), Sikkim SDA has established the ECBC Cell, in association with All India Institute of Local Self Government (AIILSG) on 5th October 2017. The ECBC Cell will support the Sikkim SDA in the amendment, implementation and enforcement of the building codes in Sikkim. Mr. Sanjay Chhettri has been appointed as the nodal officer of ECBC Cell Sikkim, by AIILSG.

Under the Energy Conservation Act, 2001, BEE has developed a set of standard building codes for conservation of energy used in commercial buildings, i.e., ECBC. ECBC provides minimum requirements for the energy-efficient design and construction of buildings, which in turn, reduces the carbon emissions. ECBC is intended to commercial buildings like hotels, shopping complexes, healthcare buildings, public assembly buildings, educational institutions, office buildings, etc. A revised edition of ECBC was published by BEE on 19th June 2017. Sikkim SDA will implement and enforce the latestcode with the help of ECBC Cell- Sikkim.

On 17th October 2017, a One-day awareness programme on ECBC, was held at Hotel Dasha Delek, Gangtok for the officials from Sikkim Energy & power Department (SDA), Urban Development & Housing Department (UDHD), Gangtok Municipal Corporation (GMC), Building & Housing Department, Human Resource Development Department (HRDD), Rural Management & Development Department (RMDD), Roads & Bridges Department, Forest, Environment and Wildlife Department, Water Security & PHE Department and Tourism Department.

Mr. Dilip Kumar Sharma, Nodal Officer (SDA), addressed the gathering with a welcome note. Mr. Syed Moazzam Ali, a BEE certified ECBC master trainer briefed the officials with the technical content of the code and measures to be adopted for achieving the compliance of the code. Mr. Raj Kumar, Technical Advisor from AIILSG explained the process of ECBC implementation to be followed by the stakeholders in the state.Mr. Pemba Lepcha, E.E (SDA), delivered a vote of thanks to all the participants, trainers and organizers.

The objectives of the ECBC Cell Sikkim would be to help SDA in notifying ECBC in the state gazette, update the building bye-laws with ECBC, developing at least one demonstration building showing ECBC compliance and impart training to the state officials.
